Child Care Partnership Council

The San Mateo County Child Care Partnership Council is a state-mandated local council under joint auspices of the San Mateo County Board of Supervisors and the San Mateo County Superintendent of Schools. It plans and advocates for quality care and early education for all children, from birth to age fourteen, in San Mateo County.

Early Learning Programs and Services

SMCOE directs a number of programs that support early care and education in San Mateo County, including the California State Preschool Program, Early Childhood Language Development Institute, Early Learning Quality and Inclusion Partnership, Quality Rating and Improvement System, and The Big Lift. It also provides early intervention and preschool services to children ages birth to five years with identified low incidence and/or multiple disabilities at the Anne Campbell Center for Children and Families.

Early Educator and Provider Resources

In addition to managing a variety of county-wide projects, SMCOE provides coaching and professional development opportunities to early child care providers, preschool teachers, and other early childhood educators, as well as information on how to become a provider, earn a child development permit, and become a member of the California Early Care and Education Workforce Registry.

SMCOE provides a number of resources for families, including a list of preschool and early child care programs in San Mateo County.

P-3 Alignment Initiative

With the support of the Silicon Valley Community Foundation, SMCOE launched an initiative to align preschool to third grade (P-3) curriculum and instruction to provide smoother grade-level transitions and support positive student outcomes to close opportunity, access, and achievement gaps.

Quality Counts

SMCOE educates the community about San Mateo County's Quality Rating and Improvement System to improve the quality of early care and education for children.
